Transfer case repair question

I am working on a 1996 4runner limited transfer case. I had to rebuild the t-case and I had to remove the 4x4 actuator. Now I am putting this back together and I can see there is a special way of setting the timing on this actuator. I have the t-case back in the vehicle and have adjusted the timing on this thing every which way, but can't seem to get it just right.

I am wondering if Toyota or someone else has a procedure for getting this set right.

but unfortunately I cannot open the file.

I believe the problem I am having is completely timing related as it relates to the rotating switch inside the transfer shift actuator. I have discussed this problem with some dealership people and they tell me that this actuator is sold as a complete unit and timing is done at the factory only. However I can't believe someone else has not had this problem and found a solution.
