That is just a bump stop to keep the cross bars from going too far forward. Since the tube curves, the cross bars will not fit in front of that bump stop. You should be able to remove it, but you may not be able to move the cross bar as far forward as you would like.
 
Roof rack replacement

Can that TRD Pro roof rack be replaced with the factory 4Runner rack/crossbar system that comes on the non-Pro models?

Yes, an vice versa. I replaced the rack/cross bars on my SR5 with the TRD rack. They both mount in the same place.
 
TRD Pro Roof Rack - Rooftop Tents

Is it even possible to properly attach a rooftop tent to the TRD Pro roof rack? Seems like it would not be which is why I'm looking to replace it.

I would not suggest it. based solely on how high it would sit up on that rack. it would also probably push the rack's safe limits. you'd need stronger crossbars on that TRD pro rack which would make the tent sit up even higher

the standard rack should fit on the TRD pro. I've seen people swap standard rack for TRD pro rack so it's been done. I think the compatibility issues relate to the early 5th gen 4runners that had the trail trim and a different rack. I think 2014+ model years are all interchangeable. standard rails plus LFD or thules would work or just upgrade to a full rack like sherpa like you mentioned

Im starting to see rooftop tents more and more. or maybe people just started leaving them on their roof 24/7 . I get the appeal but damn, valuable roof space gone!
