Looks pretty minor. Any place that gets snow will cause car underbodys to rust like that.
As mentioned above, a wire brush should knock off most of that rust and a rust preventing primer and enamel will slow/stop the oxidation.
Everytime I change the oil on my 4Runner, I try to touch a few spots of surface rust on the underbody.

POR15 that stuff is like rock when it dries and keeps it looking brand new
Good lord. Why so expensive
POR 15..... Treat once and forget.... Small amount goes a long way...
You can also do phosphoric acid but it will often have a white residue.... Still protects but doesn't look great like POR 15...

I'll recommend the por15 as well. Good stuff but prep is key.

Will do. I just finished putting the second coat on. I have 6 cans left. Plenty to do the whole truck. I did the first coat extremely heavy and the second was a heavy coat. It looked pretty good after the first coat so we will see. Ill post pics up in a day or two after it fully dries.
My underbody is similar to the OP's....maybe not as bad. A lot of random surface rust. I was looking into POR15 and several other products(so many options that my head hurts). My issue is that a lot of the underbody paint is still in decent shape. POR15 doesn't work on painted(or non-rusted) surfaces without prepping those surfaces(reports of it peeling off). I really have no desire to do all of that prep to areas of the underbody that aren't rusted and are still in decent shape. What I would really like to do is wire brush the rusted areas, clean and degrease the entire underbody, spot treat the rusted areas with something that works(a converter, inhibitor, primer, etc) either by rolling or spraying, and then spraying the entire underbody with some sort of matte/satin durable chassis paint that will further protect and bring the underbody back to a decent appearance. I don't want all the prep work involved with POR15 and I don't want to have to brush every square inch, but I want something that will last and help slow down future rusting. I don't mind doing minor touchup as needed.
So the million dollar question is what product can be easily applied to the rusted areas and what product can then be used on the entire underbody(something in a spray can)?

In NH, we get a lot of rust. There is a local guy that undercoats your whole vehicle and door panels with heated chainsaw oil and his own proprietary mixture in a sprayer. Thats all he does and is booked solid from spring to fall. I did my 4Runner and el camino and will do them a second time as well. I have heard from some of his customers while waiting and they have done it since their car was new and years later still looks like new.
A possible answer to your "million dollar question" may be this. Rusted areas should be wire brushed/sanded and the a "Rust Converter or Encapsulator" used. Eastwood has products for this.

Areas of the chassis that are not rusted but you want protected can be coated with 3M Brand Undercoating.
