Turn signals

I have a 87 Toyota 4runner that has a tube guard in the front. The front bumper has been removed and the turn signal's have been put on the tube. this was done a long time ago. The back lights work the front turn signal's don't. They don't light up at all. The person I bought it from said that he used a different fuse because the right one was expensive? I think they ether all work or none at all. If so, What could be the problem ?

The turn signals use a plain old 7.5A fuse (TURN), although some models use the 15A ENGINE fuse instead.
The hazard circuit uses a 10A fuse (HAZ/HORN).
Do the front turn lights work when you hit the hazard switch?
Have you checked the bulbs?
If the front lights don't work in both turn and hazard modes and both fuses are good, could be the wiring or bad bulbs.
