Two intake filters?

When I pull out the intake air filter, there's what looks like another filter downstream, looks stock. What is that? Does it come out, get cleaned, what?

Is this what you saw? if so this is the Hydro Carbon Filter. It's purpose is to capture burnt gas and carbon vapors once you turn your engine off.

Alot of people remove this filter (I am one who did), but usually most of them find out it didn't affect anything performance wise.

Thanks! I downloaded the FSM, still having trouble finding useful info like this. Now that the weather is clearing, I'm hoping to find time to go over and under this new-to-me truck.
