Write/Call/Visit your City Council representative!

The FASTEST WAY to get satisfaction/ get their attention ISN'T a civil suit for money. You ask your city councilman / councilwoman to resolve your issue, they'll probably JUMP !!!
... because you're directly threatening their license to do business.
I think that you should only resort to "regular" lawyers after (if) this approach didn't work.
