Guess what? 3rd gen Surfs (and other hilux trucks except the D-4D) are NOT OBD 2 compliant!!! I picked up an obd scanner from autozone, the thing can't talk to my 01 Surf. I even generated a CEL by pulling the MAF sensor connector, nuthin. So I borrowed another scanner, no dice. The scanners say "error" over and over. So I searched the Aussie boards, looks like the 1996 and up obd 2 compliance was for North America and some Euro markets, Jap market vehicles like mine were not included. So everytime I get a CEL I have to go to the stealership.....

Yep, OBDII was brought about by CARB and was just for Cali vehicles at first but was quickly adopted for the entire country starting in 1996. Euro vehicles have their own system, EOBD, starting in 2001. Japan has their own one too, JOBD.

Shame you had to spend some money to find out that the global automotive industry is about as far from being standardized as you get.

I just did a little research after reading your post, and what you will probably need is a JOBD scan tool. I found this one on amazon: Amazon.com: Roadi RDT40 Diagnostic Trouble Code Reader for Universal Brands of OBD2 Vehicles: Automotive

and if you scroll down under the product description key features it says it will also read JOBD and EOBD. I leave it up to you to research a little more and see if this would work for you, but it looks like you might have other options than just the dealership.
 
Did the Canada do any thing different as far as the ECM? I have having a problem with mine coding P0120 but have replaced the TPS.
