under car spare tire mount

I am embarrassed asking this question, but I have only had my 95 4runner for a few months and the spare tire was in the back seat when I bought it. Does anyone know where to find pictures or a diagram how to mount my spare back under my car? I can't figure it out and the cheap-ass repair manual I bought doesn't cover it. I'm not even sure all the parts are there, I just have a chain, spring and small straight bracket hanging from under the back of the 'runner.

There's a 2 piece crank handle and extension you put together and stick thru a hole under the tailgate and into the 'winch' that raises/lowers the spare via that 'chain, spring and small straight bracket hanging from under the back'
