Underseat Elastic bands

Is it just me or is anyone else annoyed by how loose the elastic bands are underneath your seat. I'm talking about the ones that are supposed to keep that flap taught and up underneath the seat. Anyone know if it is possible to replace those bands? I'll try to snap a picture later when I get home

I didn't know they were there until I got home from the car wash and found them hanging behind the seat. The guy that vacuumed under the seat caught the nozzle in them and yanked them out. Mine just clipped back under the seat but are kind of loose. They seem to be sewed into the bottom rear of the seat cover.
