Yup, I've had one of those for years. Works like a charm. You only need 9 volts to retain the vehicle's memory while you replace the battery. But you need to plug it into a powerpoint that's hot at all times, not one that is on switched ignition.

You can also serve the same purpose by running wires in parallel between your battery cables and your battery while you swap out and old battery for a new one.
 
I have one, they do work, BUT you cannot leave your doors open or have any significant draw on the 9V battery as it will not last long at all.
