Vibration when braking

I've had the shaking for more than a year through replacement of all the brake parts. I've heard all of these same suggestions but one different explanation I was told by a mechanic was that it's the rubber bushing on top of front struts.

Looking at the parts diagram though it seems to me that it's more likely the ball joints on the upper control arm. Visual inspection does not me any clues though.
If it only shakes while braking then it is a brake part. Have you isolated it to front or rear brakes? If the steering wheel shakes while braking it's the front brakes. If you pull the parking brake while driving (keep your thumb on the release button) and it vibrates AND slows you down then it is the rear brakes. If it does both then it is front and rear brakes.
