Do you have a stalk switch or a dash switch? As far as I know. the factory wiring on the '99 SR5 is to the stalk, you just need a different stalk to make it work.
To use a dash panel switch, I assume you would have to patch into the stalk wiring. I wired mine from scratch and added a dash switch.

I don't have the stalk switch so looks like I'll have to figure out what wires to use if i wanted to use the factory wiring (if thats possible).
If I decide to wire it myself, would you mind providing a quick tutorial of what you did?

I wired mine so they can be on anytime the parking lights are on. You need a basic Bosch style relay. It has two contact terminals and two coil terminals. (Disregard the Normally Closed contact if it has one). First,tap into parking light hot and connect to dash switch. Dash switch on the other end goes to relay coil and then other end of relay coil to ground. Main power from light fuse to relay contact. Relay contact on other end to lights. Then other end of lights to ground. Connect other end of light fuse to battery or fuse box hot. Voilá, habemus lux! (mixing French and Latin.) I used 12ga. on contact circuit and 14ga . on switch/coil circuit.
Basically I duplicated what Lightforce suggests in their accessory kit described here: Linky exceot I tapped into a parking light hot wire. My Hellas came with a harness but IT WAS put together wrong. You can find those stalks on e-Bay if you really want to use the stock wiring.

I read some where that you can buy the oem switch for $10-15 at the dealership

That's a dash switch. The stalk switch (Part No. 84140-20560) lists almost $100 and is $73 on-line:
84140-20560 - OEM Toyota SWITCH ASSY, HEADLAM
This is all based on my '99, I can't guarantee your year might be different.
