That is a threaded rubber bolt??? that hold down the panel. Not sure I'd call it a bolt, maybe a cap, but the purpose is to hold that panel in place.

It looks very simular to the bolt that is under the foot rest on the drivers side. Maybe its a universal setup to make it compatable with a right hand drive vehicle foot rest.
