Water in fog light

Somehow water is in my fog light assembly, looks like a fishtank, any suggestions on how to empty it? I can only think when I replaced the burnt out lamp it did not seal, it does not appear to be cracked or broke. I priced replacement housings and they go anywhere from $150-$400. Has anyone replaced or removed one? Thanks in advance

This is a thought, IF the light is held together by silicon or some form of sealant...

Then, loosen he sealant with a heat gun or run it through the oven and pry it the fixture apart. The same process as blackhousing your headlights. Then re-seal with the same heating process once the water is dumped out.

That may be far fetched, but its all I got.
