Yup. Those trim pieces are rust magnets, guys take them off. Looks like your guy carved off the studs that hold them in place and put them back on to fill the hole.

On a side note..wth is smeared all over your truck?

It's one of those products that stops rust and seals it. Previous owner went around and put it everywhere he could see rust, shortly after the runner moved to the midwest.

It looks like crap, in more ways than one, but my body panels are all solid!

Hope to paint and get rid of it yet this fall.
