Im Looking to buy my first 4runner and came across this, what do you all think over priced? its exterior is a 7/10(small amounts of hail damage and normal chips from wear) interior 7/10 (cracked drivers seat and needs a cleaning)

2002 4Runner Limited 4X4

That's very low miles for a 13yr old vehicle! And from the limited photos it looks rather clean. $9500 is more than I'd like to pay, but then again I haven't seen one with even close to that low of mileage.
 
story is used to be owned by the sellers boss, who had a 3 block commute to and from work. Everything worked, no rattles, knocking or anything that i could tell. 4x4 performed when i tested it.

I would at a minimum take it to an auto parts store and hook up a diagnostic tool. Take a good look around the valve covers, inside the oil cap etc. If possible look at timing belt. When I bought mine the seller thought I was nuts showing up with a tool kit. The one thing I didn't look at was the inside of the Cat. It cost me later when I had to replace it. Take it to a shop and have them do an inspection. Research KBB values That price is off the deep end honestly. PAY FOR A CARFAX if you are serious. I walked away from two 4runners thanks to car fax.
 
It does have low mileage but look at the quality of the seats. That's the dead give away if it has odometer fraud but those seats look brand new. Plus he forked out $500+ for those headrest screens!
 
looks good, you should also measure the hub to fender on the front and back, if the mileage is low the back should sit higher slightly than the front.
 
With that short of a commute the previous owner must have never gotten it up to operating temperature. I'd just be concerned about possible moisture not being burnt off, but probably a non-issue as long as the oil was changed in a timely manner.

Sure looks clean though!
