What is a Deck Plate Mod?

hey guys... sorry for my ignorance but i keep hearing of a "deck plate mod." What exactly is this? I know it ups HP, but i dont really know how exactly it works... I am just wondering how to do this... is it a do it yourself project and/or how much would it cost to do this "deck plate mod?" sorry again for my ignorance!
