What is this on my brake drum?

I have a '97 4Runner. What is this thing on my brake drum? A rectangular metal piece of some kind. On both drums. Can't find anything in forums or figure out what is or does.

Is it a balancing weight? Is it stationary?

It's stationary. But I have never seen anything like this before. Odd.
