What is this part?

I bought a 1996 4Runner about 7 months ago and this piece was sitting in the back. What is it and where does it belong?

It looks like a headrest.

Its the sound deadening that goes around the steering shaft behind the driver side carpet by the brake pedal.

It is around the wires going through from the dashboard to the engine compartment.
