What is this part?

After peeping around in my engine bay with a flashlight, I found this mysterious rubber part wedged in between the radiator and the front bumper frame. Looks like it has a metal tube on the inside. Is this part vital? What exactly is it for? I will post pictures.

It's a spark plug boot. I'm guessing that someone did a tune-up on your 4Runner at some point, and dropped that and didn't retrieve it.

If your 4Runner is running smoothly, (not misfiring) then you have spark plug boots in place, and that would most likely be an old one.
