That's the connector for the throttle position sensor (TPS). If the connections are good, I'd use a zip tie (like above) or put some RTV sealer on it (not the contacts) and slide it on. It'll seal well and stay put (and be hard to remove the sealer if you ever have to).

Here is a picture of a drive by wire throttle body the TPS sensor is on the left. I believe it is only three wires like most TPS sensors. The connector in question is on the right and is not the TPS sensor.

It's actually a VTPS.....the earlier TPS was more of an on/off switch, basically notifying the ECU of 'off idle' open-closed loop (fuel map)......later throttle bodies utilise a variable sensor, returning a far more accurate indication of throttle position.
It is not a VTPS or a TPS it is an accelerator pedal position sensor as stated above. The amount of disinformation that gets put up is astonishing. The sensor reads the position of the pedal through a cable instead of being mounted on the pedal assembly like more modern drive by wire systems. With the power off if you complete depress the pedal or pull the cable the throttle plate will only open a little this was done in case of failure you will be able to limp the truck around. If you turn the key to the on position a motor will drive open the throttle plate relative to the position of the accelerator pedal position.
Just so I'm clear on this, you're saying The Gen 3's are a fly-by-wire system - driven in turn by a cable attached to the accelerator pedal?
Ones like the one in the picture above are. I know 01 and 02 are the 2000s I am not so sure on. If it has only one cable attached to the throttle body it is a drive by wire version.
