What is this???

So im under the runner checking if i have 2 cats or 1 (im in California and have 1 cat) and as im looking toward the rear and i see this black cylindrical thing attached to the exhaust pipe between the cat and the muffler. I have no clue what it is...anyone?

Thats the smog reduction power regulator. it was required in california for one month and was added at the dealership. after being in legislature for one month it was redacted after multiple reports of bad gas mileage and low power, and a general lack of that famous california smog smell. most of them were removed by the dealers but some of them got away. you have one of the few ones left. actually never mind, its not that at all.

Muffler bearing. In this case it's a non-servicable muffler bearing hence no zerk fitting etc.
 
If you visually scan the underneath of your 4Runner, you will find these vibration dampeners on pretty much everything to do with exhaust and driveline.
