What is the black canister on the drivers side?

What is the black canister in the drivers side fender well? Toward the front. When I close my drivers side door I can hear something rattling inside. If I place my hand on it and shut the door the sound goes away?

It is a vacuum storage tank. It is supposed to be empty.

Thanks, I checked the mounts and everything is tight. But it makes a pretty annoying rattling sound when shutting the door or driving over bumps?
