What was on my drain plug?

Did my oil change and noticed two things This is the second or thrid change I have done since I finally bought a house. There was some sort of old cracked gasket behind the soft metal washer on the plug. What is this for? Obviously I didn;t replace it. Also I must have been really mad when I put the old filter on. Iy was incredibly tight. I gave up with a short extension and went to harbor freight and used a 24 inch extension with 3/8 rathet. I almost had to go to a 1/2 ratchet for leverage. I have no idea why it was so tight since I put it on.

Is it not to help seal the plug to the oil pan? So that it does not leak? I can't remember if mine has a gasket or not.
 
yes, that is a gasket between the plug and the pan. usually i replace that every oil change, but sometimes it can be re-used. theyre only like a buck and some change at the auto parts store.
