what's the wheel mounting surface to wheel mounting surface on a long travel front end? I was thinking of doing a 3 link front end using a full width axle 67"wms but thinking about doing a long travel front if I don't have to buy those hideous glass fenders.

I don't know what stock is, but add 3.5" to each side unless you make custom shafts. There's not much to do to get around the wider stance since decreasing back spacing will make your tire start rubbing on the spindle/upper control arm. If you're 2WD obviously this doesn't apply entirely since you can rebuild the front end to move the control arm pivots closer together so the stance doesn't widen.

You can always not run the larger fenders and just trim the stock fenders, you might just get pulled over for sticking out so far.

This really depends on the state. I live in Missouri and we have no tire coverage laws here. The tires on my old Jeep were about 10" past the body, and I never had any issues. Here's a good sight that tell you about lift laws for all 50 states. It gives you bumper height measurements, and tire coverage laws. It does look like Washington is pretty strict though.

Wheels with 4.25 of backspacing should be your minimum to avoid rubbing. Mine are 4.25, and that's cutting it close. I'm pretty sure the wms is right around 60.5" for the rear, and the front should be about the same.
