That's missing the cover for the switch that overrides your shifter so you can put it into neutral when the keys aren't in.

The factory FSM is the best one to use, but it seems like some of the Toyota FSM .pdf scan download links are drying up. I believe we have a Sticky in the 4th gen section that may have some working links for you.
