Yes to all those you listed. FJC and previous gen Sequoia/Tundra** rims are popular because the have a 15mm vs 30mm offset which give the T4R an enhanced (slightly widened) stance. Many have used the Spidertrax wheel spacers with the 30mm offset wheels. If I have it right 3rd gen T4R wheels offset is between the current T4R/Taco and the FJC/Sequoia rims.
With an SR5 non-SE you could go down to 16" and clear the brakes fine.

Just wondering is you actually tried to put 16 inch wheels on your 4Runner and they did not fit or were told (by say a tire store, etc) they would not fit????
If the answer is the former then you may have been given incorrect information. If it is the latter and a previous owner did not modifiy the brakes, then Toyota made changes.
When I was shopping for snow tires a couple of years back the Tire Store told me that the 16" wheels would not fit my 2004 SR5, 4WD 4Runner.
FYI, these wheels were from a Tundra. I told them to pull one of my 17" wheels off and see for themselves.
They learned that day that their on-line system and reference books did not differentiate between the 4Runner models that could and could not run 16 inch wheels.
Their system and books said ALL 4Runners could not run with 16 inch wheels. Needless to say, after my visit, they made a manual correction to the incorrect information.
Who knows, maybe Toyota did increase the size of the brakes on all 4Runner models at a point in time. Does anyone have a repair manual for later model 4Runners or spec sheets that specify brake sizes?

The vehicle was purchased new and the deal was negotiated with 16 inch wheels even though it had 17 inch on at the time. They tried to put on 16 inch and found they wouldn't fit. Of course, I am believing what they said but they went to extra trouble and it ended up costing the dealer more to provide the Tacoma wheels. They had no incentive to tell me otherwise.
I have a 2007 manual and with a quick look could not find any reference to wheel/brake use or specifications other than torque, pressure, wheel runout, and balance. There is no differentiation for different wheel sizes or models that I could find.

The reason being is SR5 models come standard with 16" and the 17" are optional. I think the backspace might be different and that keeps some 16" from fitting and clearing the calipers. There was thread where a lot of members concluded that SR5 comes with the 12.6" front rotors rather than 13.1" rotors on SE and some Limiteds, because Toyota isn't going to install two different size rotors on SR5 when they decide that they're going to equip that particular SR5 with optional 17" rims.
The only other alternative is to actually measure the rotors or see what the clearance is between the rotor and your 17" rim vs. a SE.
