Where can I get KDSS without NAV?

Can dealers order a TE with KDSS and no NAV from any region?

I'd really like the KDSS, but bundling it with the NAV in the midwest is pointless to me.

I'll be talking with a few dealerships this week, can they order one or would they be able to trade with a dealership in CO for what I want?

As far as I know, it's a package deal, although I don't understand why.
