Very strange look. Appears to be a WAAG brand front-end guard, mounted strangely (custom?).
To me, unless you've got a lifted 4Runner with oversize tires and some mud on it, the full bull bar treatment (including headlight protection) looks overdone.
If you want front-end protection (for those expensive painted plastic bumpers) from parking lot banging and that sort of thing, I would consider the WAAG "FrontRunner" products or something like that.
Just my personal taste, though. Everybody gets to have their own opinion!

That one is flipped up so you can open the hood. It folds down flush when you are driving but if it did not fold up you would never be able to open your hood.

I would kind of agree with that. My FJ40 had a much thicker bar and it moved several inches when I slid into a tree.

To answer the original question of the thread, that is a "Polar Bear" brand grille guard. It hugs the front of the 4R fairly tight so it needs to fold back (as pictured) in order to open the hood.
FYI! I ordered on of these, put it on, and then realized that one side of the grille guard was lower than the other. I checked all the bolts, etc and discovered that the bar was manufactured on a slight angle, so that either the driver's side or passenger's side (can't remember) sits a bit lower than the opposite side. It is subtle, but noticeable. I brought it back to the dealer who promptly ordered another, only to find that this one was bent as well, as was the next one he ordered (3 total). We finally decided that the manufacturer was screwing these up right in the factory, so I went with a WAAG model instead, which is solid and does not need to bend forward to access the hood. Be very careful if you do decide to order one from Polar Bear.
I liked the swept curves of the Polar Bear grille guard, but hey, for that kind of money, if they can't make 'em straight, I would rather get a more-traditional looking guard.
And one last thing- you can see the handles along the vertical support bars that you loosen by hand in order to swing the top of the grill guard forward. I discoved that unless very careful, you would knock these against the factory bumper, which could leave a mark.
