Which side of the fuse is hot?

im fuse tapping in my GMRS radio to the driver's side kick panel fuse box. what side of these fuses are hot? I dont have a tool or test fuse to test what side is hot. Any help would be appreciated.

Pic of the box from the driver side floor looking UP. bottom of photo is pointing towards the firewall. the top of the photo is closest to the driver's seat.
