Why does it look like this plastic was painted and can I get paint to match?

Looks like it wants to be the blue dash color.

I think there is normaly a sticker there. I can't recall off hand but I think there is something there for the SRS and child seats. Looks like someone tried taking it off and mabey made a bit of a mess.
