Why two cargo mats

Anybody know why some brands list one type only of cargo mat for the 2003 4runner and others list two types. One for double decker cargo and one without. I dont see how the cargo shelf would make a difference.

Open the hatch. Measure the distance from the hatch opening to the back of the rear seat. Raise the shelf. Measure the distance from the hatch opening to the shelf support. You'll see how it makes a difference.

BTW, I never use my shelf, so I bought the SR5 style cargo mat.
 
I was looking at the Catch-all extreme brand cargo mats also. Toyota sells the same exact one in their accessories options. From the picture on Toyota's site, it looks like it's an exact fit. Has anyone bought the Catch-all Extreme or Premium mats/cargo liners?
 
ive seen a couple manufacturers make 2 different model #'s because it is shorter with the cargo tray, and some come with a cargo mat plus a shelf cover for the tray when it is being used.
