Wierd noise

Hey, i get a weird noise form the front right corner of my car every once ina while. I've noticed taht it happens only above 20 km/h. It's not a belt becauase i've changed the belt and check and rechecked all the tension on the belts. i was thinking that it was a pulley, but if it was, wouldn't it happen allthe time? The noise happens whether the car is hot or cold, a/c on or off. I hear it more when i'm on decel too. Any help would be appreciated. Thank!!

it could probally be the FIPK from k&n. Does it sound like a whistle or a some sort of suction?

it almost sounds like a dolphin??!! Plus it's really spuratic
