Winch without Bumper?

Are there any options for attaching a winch without having to purchase a $600 or greater bumper? 99 Limited.

As an alternative to fabricating a front receiver there's this:

Wire sockets front and rear and you can store the winch inside out of the weather and use it on either end of the car.
