window motor? window regulator

i have a 92 4runner, the tailgate window does not have the power it had when it was new. can anyone tell me if there is a way to figure out whether the motor is bad or if the regulator is bad? Or both? And what does a regulator do? any help would be great

Open up the area and clean up the old grease...re-grease with the while lithium grease...if that doesn't do it...then the motor is starting to age. (If the lights dim, the electrical system acts strange, and/or all windows are doing this
