Winter ABS issues

I have read a few forums about this.
I have a 1999 4Runner and my girlfriend has a 2008 Yaris. In her little car, it seems to stop way better than my 4runner! Her ABS only kicks on if I really press on the brakes, but mainly allows the wheels to slow before kicking on.

My 4Runner ABS kicks on as soon as I press the pedal. It doesn't even allow me to lightly press the brakes to slow the wheels down. Is there any way to adjust this to work better? I have read others take the fuse out - is this risky at all?

At what speeds? Possible tire/traction issue.

Depends. Yesterday, I was going about 10mph. And started to brake a good 200 ft before the stop sign. I don't press hard, just enough to try and slow.
Tires have been a thought. They are still almost brand new, but they are Mud Terrain - without studs. The little Toyota car does have studs. I wasn't sure if that was part of the reason or not?

Good call, still no luck getting mine out. late night at work. I'm still going to pull it but now its snowing. Someone made a good point about insurance knowing about no ABS, then your not liable for any harm these actions might cause. my ABS are just as sensitive and suck big time. hope that thread helps man. Cheers
