Wiper deicer isn't working???

Alight, last year I had the front window swapped out for another factory window, with deicer strips on the bottom. However, I am not sure if the deicer for the wiper blades is working. It doesn't appear to be. So, my question is, in case he didn't plug it in, does it plug into a harness or does it simply sit on contacts? If it is a harness, is the plug inside of the cowl area? Thanks!

We have the same issue here in WV. Gravel all over until the first week of April.

My newest friend.. this one has been sealed. But looks like ass still.
