Wiper Speed Settings

Just trying to confirm that my wipers are working correctly. So we all know that when you pull down on the wiper arm you get a faster speed, but there is suppose to be some intermittent settings as well. The manual says to rotate the collar on the wiper arm to increase speed, but I can not really tell a difference when doing so.

Has anyone else noticed or experienced this issue?

As I understand it, the windshield wiper intermittent speed control only works in the first position below off. The next position after that is low speed constant, then the next is high speed constant.(No speed control for those positions) Just an fyi, if you push the lever up then let go, your wiper will activate once in the low speed. If you keep the lever pushed up, the wiper will continue in low speed until you let go of the lever.
