Won't turn over?!

Hey guys I got a 93 4runner auto 4x4 I just pulled the motor out and refreshed it. I put everything back in and when I go to crank the car nothing happens. The radio turns off and the clock dims but no cranking over nothing. I checked the starter and the relay. The battery is brand new I even hooked up jumper cables. Anyone have any idea what it might be?

well take a socket and try to turn the engine by hand via the front crank pulley bolt, if you cant turn the engine then its seized. make sure its in neutral before your turn the engine by hand.
if you can turn it get a new starter.
