WTF is this.. (1st gen)

(blue) I can't figure out what this thing is from my Haynes manual or what the point of it is. I'm pretty sure it's not functioning, but it doesn't seem like it matters. It connects to the intake (red). Has a weird cable coming out connected to nothing (green).

Maybe vac operated cruise control? Mine didn't have it on my 86 so I can't say for sure.

The blue and green is the cruise control vacuum motor.
It would connect to the same place as the accel pedal cable.

Ohhh that makes sense. The owner before installed a cruise control that I thought didn't work. I could get it working, but not sure it's necessary.
