I don't know anything about the location or the picture so I have no idea how reliable it is. The white Crown Victoria (or whatever car it is) in the background looks a little on the thin side to me. I wouldn't be surprised if the aspect ratio has been tweaked a little to exaggerate the slope of the driveway.

If I recall, that is just one photograph out of a series.

I seem to remember the story was it was the customers request for the driveway to be built like that, I think he had a lifted Cherokee or something along those lines.

I don't know what backwards county those people live in but There isn't a place around that I know of that would let you build not just one but several houses like that. Max driveway grade is 10%.

I checked with a local city building department. Their city ordinances affect the area between the street and back of sidewalk. However the slopes behind the "public" portion of the yard are outside their review. Wouldn't it be fun to have a 4X4 garage with a rock approach that steep? Well, for a month or two at least.
