Tried finding it in the manual, but it did not clarify what speeds not to exceed while in those modes. Looking for a definite answer! Thanks
What are the top speeds while being in 4HI and 4Lo?

It's basically common sense, that's why it isn't in the manual.
Why would you ever need to go over say 60mph in 4hi?
Why would you ever want to go fast in 4lo?

That's because there is no speed limit in 4HI or 4LO. They assume you use some common sense and drive according to conditions. If the road is slick enough to engage part time 4WD then you don't go fast right? If conditions improve so you can go fast the you shift into 2WD. 4LO gearing won't let you go fast even if you redline it. But in 4LO the conditions should be terrible, like 5 mph terrible.
If you want to go fast then get an AWD crossover.

Came from a '10 Jeep Wrangler, where 4HI was not to exceed 45-50MPH I believe. Having that number gives me peace of mind. I'm always worried I'll destroy something if I go past it?

Remember this from and engineer's point of view: The only machine that performed better and lasted longer the faster it went was the SR71 Blackbird. Every other machine lasts longer the slower you go and the lesser the load you put on it.
There is no magic number.

Because the speed limit on I-295 is 70 and I'm getting in my
10 miles per month of 4wd - at least until I get it to the beach. And 70 will get you run over some days. Actually, I can get in 2 miles at a time on the 2-lane to my girlfriend's house. That's a 55 zone if you don't get run over by somebody pulling a big bass boat to the landing.

Anything over about 20-25 in LO will sound like the engine will blow up from high rpm. You will not want to drive very far faster than that in LO. You will find it will not go into overdrive (5th) in 4 LO.

If you have a part-time 4x4 system, the manual says you must be below 50 mph or 62 mph to shift into H4 (depending on whether you have the electronic or physical linkage). There is no maximum speed stated but you can infer that at least those speeds are consider OK. The full-time 4x4 system on the Limited specifically states that it can be engaged at any speed (and therefore presumably driven at any speed).
Personally I would be extremely reluctant to drive on the highway with a locked center diff since you *really* don't want to lose control... that is not a good time to have wheels losing traction if you need to steer for any reason.
For L4, given the restriction in gears and the extreme low-range I think you are more going to be limited by the engine redline... not very fast at all. Probably 0-5mph is the usable range before the engine starts howling.

It's not extreme low range it's only about 3:1 (2.88 I think but I'm too drunk to look it up.)
So if you can be in 4th and doing 60mph in 4Hi or 2Hi, you can be in 4th in 4Lo doing 20mph.
Will the 4Runner let you go all the way to 4th gear in L4? Every time I am in low-range it seems extremely reluctant to upshift. (Of course I can think of no reason you would want to be in L4 for anything above 1st or maybe 2nd gear, but the OP asked what you *can* do, not what you *should* do.)
