There is a little removable button on the console just in front of the shift lever. Remove the button, push in a screw driver, and voila!, the transmission lock is disabled. Takes five seconds.

You can see him do it. They bang a cheese shaped wedge into the door pillar to bend it back away from the frame (some places use a similar device but it's a pump), and then they use a rod to press the unlock button inside the door.

Freaking unlock button should be disabled........ But then of course they could just grab inside the door handle

No. Every car with an automatic transmission has a small accesses port near the shift lever. Remove that cover, insert a screw driver, and you can shift the transmission out of park. Look on your car and you will see about a dime size access cover on the console near the shift lever.
That access cover is required by law so a car can be easily moved out of the way in case of accident or being immobile.
i'd say this for red light cameras and speeding in general since there are some grey areas that can be exploited
but illegal parking is pretty night and day, in this case the towing is a deterrent
Recent news article about a guy stuck inside his Tesla with the doors locked and the battery went dead. Couldn't get out! Doors would not unlock, windows would not roll down, doors wouldn't open.
Turns out there is a secret lever below the panel with the door lock buttons you can actuate -- but Tesla never tells you about that.
