problem solved. There were plastic rings around the base of the hubs increasing the diameter of the hub. the rust covered the edges so i couldn't see them. Removed them and now both 17" FJ Cruiser and 16" 4Runner factory wheels both fit. also, the 17" wheels/tires is 1 size larger (265-70x17)...
