With my current set up (E-rated 275/70R17s, slight lift), I'm averaging only around 15 on the highway. It's all very dependent on wind and speed. A few months back I was driving across New Mexico with boxes on my rack and into a stiff headwind. I got a jaw-dropping 8 mpg for a stretch.
