Toyota pads?
I’ve seen a few occasions where the aftermarket pads were too thick and contacted the rotors all the time.
thats my first guess. Aside from that check backing plates. Air in the lines most likely won’t cause brakes to drag but a spongy pedal or poor stopping power instead...
In the video at low rpms like that with no load it’s most likely a pulley or accessory.
At higher RPMS under heavy load like when I floor it I have a whine which I believe to be the chain and I believe to be normal...

There's plenty of companies that refurbish, recycle, and reuse old cell phones and associated hardware. In fact go to nearly any grocery store nowadays and you'll see an automated machine that spits out cash for your used old cell phone.
