01 4runner front actuator keeps blowing fuse

01 4runner is having issue with its front 4wd actuator, I have a spare wiring harness and can manually put it in 4wd and out and sometimes it will work correctly by itself but then it'll keep blowing 20amp fuses until I manually put it in 4wd then it will work by itself correctly for a bit then blow a fuse again, it's Def the front actuator as I can leave it unplugged and then no fuse blows, any ideas??

My guess is the actuator motor going bad. You can check this by putting an Amp meter in series with the motor that can accept higher then 20 amps. So you can measure how much current it's taking. If it's exceeding 20 amps then you know it's the motor blowing the fuse...
