FIXED! The ground wire on the drivers side had no continuity. I attached an alligator clip to the ground tab of the bulb and gently slid the connector on as best as it could fit and ran the other alligator clip to the negative terminal. All lights function like normal. High beams, everything.
I didn't want to tear my harness apart so I took the plug apart and removed the ground wire. I slipped in a new ground wire with locking spade connector that I robbed from another harness from Amazon and ran that ground to the drivers fender cowl ground. Works great!!
Thank you all for your help, I was definitely complicating this.
Good deal you lost a ground wire and got it repaired. Wires can occasionally do that. Mostly its the relays. I figured it was a wire or relay not functioning but by the looks of that circuit with the Day time running lights, does complicate that circuit some.
