Can you add locking front hubs to an 03 4runner? My 96 Landcruiser AWD had to have transfer case mods done to install locing hubs.

No locking hubs are made for independent front axle 4runners only older solid straight axles used them like on the older Land Cruiser and early 4runners.

I believe locking hubs are more of a straight axle thing as 03 4x4Runner stated.
You can get a locker for the front though! Its a bit more complicated if you have V6 as they have the disconnecting actuator in the front for 4WD. The V8's are just a regular diff since they're all time 4WD.

I know I've seen a for sale ad here for locking hubs for a 3rd gen, and they have IFS. I've never heard of them for a 4th gen though. If the Tacoma you're talking about is an 05+ the hubs could work on a 4Runner.
Edit: Same should go with the FJ Cruiser, I believe they're all identical, but I'm not positive.

Does this work on a 4rth gen V8?
I am looking a various ways to pull our 07 V8 behind our motorhome, and flat towing would be the most convenient. However, Remco is out of the flat towing kit business. (Remco offered a pump that lubricated the transmission of the V8 4Runners while being flat towed, but they have discontinued all such kits and seeming have ended support even for existing kits.)
Option 1: Rear drive shaft disconnect along with manual front locking hubs.
Option 2: Rear drive shaft disconnect along with a tow dolly that lifts the front wheels off the ground so that they don't spin.
Option 3: Buy a car hauler/trailer.
Option 4: Sell the 4Runner and buy a Jeep.

^^ This.. my FJ transfer case has a neutral position between 4hi and 4lo.. wouldn't take accomplish everything you're looking for without the need of disconnecting anything at all? Not to mention if you have a functional electronic actuator/transfer case you can come out making money while doing the swap lol.
