You may want to give us a little more info to go on. Not knowing what year you have makes it a little harder to help you.
Some vehicles have an inline fuse in the wiring just before the 12v outlet. This is easily overlooked. Also check the integrity of the connections. Do you have a voltmeter? If so, there are several simple tests you can perform to isolate the source of the problem. Also, did you check both fuse boxes? You probably have one under the hood and one in the cabin on the drivers' side.

What ya wanna bet that the key power source was the problem! I wonder if he will be 4Runner owner enough to post if this was the problem.

First you need to physically locate the entire circuit. A wiring scematic would help. With a volt meter (multi-meter), set at 12 volts (if not auto-ranging), ground the negitive/black lead (on a proven/good ground) and use the red lead to look for the 12v. Start by checking the source/fuse, if you have power continue down the circuit until you lose the 12v. At the point you lose the 12v you have found the problem. Whatever is between the power (12v) and no power is the culprit.
